BOD Attendance: Don Snider (D), Scott Skelly (S), Carol Mankowich (C) & Lisa Canfield Laffey (L)

7:30 Don Snider – Call to Order

7:32 Don Snider – Open Questions, Comments and Suggestions from residents

1. Office Space Update adjacent to community

a. Not a current option to buy as HOA

b. Currently they are trying to lease the office space/sell the land


2. Father Hurley Extension (Follow-up)

a. Not in plans until 2008 at earliest


3. Neighborhood Watch

a. Police involvement

b. Vanguard notes that certain criteria must be meant per MCPD

4. Sand Clean-Up

a. Decision to be made during tonight’s BOD decisions


5. Mulching

a. Only common areas were done


6. Landscaping

a. Trees behind SFH along alleys were not mulched


7. Handicap Spots

a. No access ramps

b. If a particular circumstance arises ramps would be considered


8. Handicap Spot Parking

a. If the car is parked and not marked as handicap – then call Police

9. Trash

a. Concern about trash around playground 

b. Trash can in playground area over-flowing


10. Visitor Spots

a. These are actually FREE SPOTS and are available on a first-come, first-serve basis

11. Sidewalks
a. Many of the sidewalks throughout the community are uneven

b. BOD to look at them during final walk-thru with Elm Street Developers


12. Incident Information 

a. Information was available at www.villiageatoakhill.com after the incident was reported

b. Resident suggested an opt-in e-mail alert for important information


13. Trash and Clean-Up

a. Waste Management is responsible for collection ONLY

b. Report any incidents of WM not picking up after messes they make to Vanguard


14. Violation Reporting

a. Complaint must be made in writing to Vanguard (e-mail OK)

b. A violation letter is them sent


15. Bus Stop

a. Dog excrement at stop at Bowman Ridge and Lullaby

b. If you see an owner NOT clean up after their pet then call Animal Control

Motion to approve having 2 dumpster containers ($120/container) over the weekend of April 23-25, 2004. One container to be placed on Gassaway near Lullaby Rd and the other container to be placed near Tot Lot (L): Motion Seconded (S): MOTION PASSED (4:0:0) (D,S,C,L:0:0)

Areas where container will be placed will be marked with cones prior to April 23, 2004.

5. Direct Debit

a. Cost to HOA would be $15/month - $180/year

1. Concern regarding dog excrement in community 

a. Discussion of ways to clean-up problem

b. Discussion as to ways to improve problem

ACTION: Vanguard to get quotes for next BOD package
